Sorry, I applied for mine by post at the BHC in Ottawa, Canada so won't reflect your turn-around time in Australia. It took exactly 3 weeks less one day to arrive.

If you reach more than 25 business days, I'd strongly suggest you contact the High Commission regarding passport renewals. Something has gone wrong in that case. Also check if your credit card has been charged. If it has and it's taking longer, I'd say it's because they're conducting a thorough identity check. Ask your counter-signatories if they've been contacted.

My (child) passport lasped a few years ago, yet renewal was no problem (just have it counter-signed, no need to submit documents beyond your previous passport). It should generally be a simple process.

In all fairness, it's almost time for summer travel so it's probably the busiest season.

FYI, the issuing authority printed on the passport is now 'FCO' instead of 'BHC - City - Country'. I don't know if this will have a positive or negative impact on travel, but at least there won't be the confusion of another country's name in your UK passport.
