Default Visitor Nhs & Medicare Reciprocal Agreement

Just looking for clarification. My Mother is visiting for 1 month. If she fell sick when she was over here, she would have to pay for treatment but Medicare would refund a large percentage of this. Is this correct? Are there other in's and out's to this? I understand this applies to Medical emergencies - but what determines an emmergency? She is 72 and yesterday was given the all clear from a skin cancer operation. Her blood pressure is not that great but otherwise she is fine. (although having a few problems finding travel insurance for the flight). Any one know about this agreement details and/or travel insurance for the flight? (she's in Edinburgh).
Thank You.

Yes, she has been told she will not get on the plane with out it. Trouble is finding someone that will insure her. The standard flight insurers refused her! (although she's not sure why!) Is blood pressure an issue?

My FIL came, he's diabetic. I think they got their insurance with Saga. He had to have a routine blood test whilst he was here & got a % of costs back through medicare, we just went in & got him a temporary card.
