A permanent skilled visa has a number of steps. The first is which list your occupation is on. There are two lists known as SOL and CSOL. If it is on the SOL, life is easier. If it is only on the CSOL, then you will need either state or business sponsorship. With a family, I would strongly recommend against business as it is usually just a 457 visa. In which case, you need to check if any states are sponsoring it and any conditions attached. For example, WA at the moment will only sponsor most occupations if the applicant has a job.

Then you need to calculate points - you need a minimum of 60 to apply. Many people need find they don't have enough at this point and top it up by doing an English test such as ILETS.

Then, it is the skills assessment - first check you can pass the skills assessment. Then get it done.

When you have completed all this, you can lodge an expression of interest. Dependent on your points and occupation, you will wait for a invitation to apply. Then you apply.

Skils assessment varies by occupation. Which would you apply under? Some people just send a couple of certificates in, others have to do interviews and practical tests, so there is no one answer to this question.

If you are looking for work in construction, well then I guess it is anywhere whre construction is happening. This could be anywhere in Australia surely? I would focus on can you get a visa ahead of job location.
