Default VAT Reclaims - what is the law?

The information I have been able to find states the following:

"If you reside outside the EU, you may reclaim VAT on goods purchased in the UK which you are 'exporting'."

What does "reside" mean in that context? i.e. if I have sold my house and have an address to go to in Australia then technically I no longer "reside" in the UK (or Germany in my case) and can claim back the VAT on export.

Has anyone tried this?

What documents do you need to show that prove you reside in Australia

Not sure if you can or not. When I had to do this for customers at work they had to have their passport on them, as I had to fill in their details and to prove they were from another country. Also needed to give an address fro the country they lived in.

I would imagine, that if you currently paying tax in another country and have proof of address in said country,, then any purchases you make within the uk.. can afford a vat refund
