Anything like this:

http://www.directgov.gov.uk/en/Paren...rth/DG_4002854
http://www.directgov.gov.uk/en/Nl1/Newsroom/DG_10038080
for international students or citizens in Australia?

No. Nothing is mandatory until the child is of school age.
There is a government mandate to provide free or large discounts to enable early years childcare, but it is not compulsory.

We have a little girl at our preschool whose parents, when all the 4.5 yr children went into reception, kept her at preschool until she is 5.

Its not compulsory for children to start school until 5 so reception class is just recommended for children to start before their 5th birthday...am i making sense???

I am surprized to see that there is nothing like the following available in Australia. The following services are not income tested in UK and even international students enjoy these benefits:
http://www.direct.gov.uk/en/Educatio...ts/DG_10034864
http://www.directgov.gov.uk/en/Paren...rth/DG_4002854

Once you have got the baby bonus in Australia then dont expect anything else from the government.

Going by your avatar you'd like some free smokes for 'em as well?

Good luck with your continuing mission but you'll have to change the record occasionally, it's going to get pretty obvious pretty soon.
