Two years newly arrived wait time for Centerlink

Hi there,

Can anyone tell me what "two years newly arrived wait time" means by Centerlink.

Does this start after visa validation or does it start when we permanently settle down ??

As far as I know you need to clock up a total of 104 weeks physically in Australia (as a permanent resident), in either one block or multiple segments.
