I got this info a little while back, and think it may be interesting for some of you tradespeople out there.
A BSA licence is not required if you are employed on wages as an employee, if you are engaged as a sub-contractor to a contractor performing work of the same kind (eg a carpenter sub-contracting to another carpenter) or if the value of work that you do per job does not exceed a value of $1100 labour and materials.
For all other contracting of building work a BSA licence is required as explained at http://www.bsa.qld.gov.au/scripts/factsheet.exe?id=1. Details of the requirements to qualify for a Carpentry Licence can be found at http://www.bsa.qld.gov.au/scripts/classes.exe?id=144.
You will also need to obtain trade recognition of your UK trade papers, if held. Details of how to do this can be found on the Skills Recognition website at http://www.training.qld.gov.au/skill...ot.htm?select. If you do not hold trade papers you will need to undergo a skills assessment. The Registered Training Organisations that undertake assessments can be found at http://www.bsa.qld.gov.au/pdf/84.pdf.
Further information on applying for a licence can be found at http://www.bsa.qld.gov.au/scripts/factsheet.exe?id=3 and licence applications can be downloaded from http://www.bsa.qld.gov.au/licenceapp/individual/.
Licence applications are currently taking approximately 6 weeks to process. Dec 2003

Umm, they do.... At least they did.
The above text was an emailed reply from [email protected] and received 24 hours after my request for clarification.
My original question to them was:
Maybe they like my name

My original question to them was:
Can you advise if a building trade person such as a carpenter, who comes over from England, is able to start work immediately in his trade, before he obtains a licence in QLD.
Otherwise, about how long will it take for the same to get a licence

yep i had same but:
when i asked for specific, info, they all of a sudden went eerily quiet. On 6 occasions.
Copy of the info they sent me below:
Dear Steve,
Thank you for your recent email.
Under the Queensland Building Services Authority Act 1991 you are required to hold a licence if you are carrying out building work over $1100 (incl labour and materials).
To view the scope of work and the requirements to obtain the Floor Finishing and Covering (Hard Sector)
Licence click on: http://www.bsa.qld.gov.au/scripts/classes.exe?id=159
You will notice that there are four requirements that you will need to meet to obtain this licence. The first being a technical qualification. The technical requirement does list an apprenticeship, however you can also undertake experience based assessment with a Registered Training Organisation to meet this requirement. For a list of Registered Training Organisations who perform the assessments click on: <http://www.bsa.qld.gov.au/pdf/52.pdf>
To meet the second requirement for the licence you will need to sit a short managerial course. For a list of the course providers click on: <http://www.bsa.qld.gov.au/scripts/factsheet.exe?id=4>
The third requirement is that you have at least 2 years experience in the scope of work for the licence. This you will detail in a resume form that comes with the application form. You can download both forms from: <http://www.bsa.qld.gov.au/licenceapp/individual/>
Lastly you will need to provide BSA with financial information based on what you turnover will be for the licence year. You can find more information on the financial requirements at: <http://www.bsa.qld.gov.au/contractor/requirement/>
For more information on how to apply for a licence click on: <http://www.bsa.qld.gov.au/scripts/factsheet.exe?id=3>
