Is this the same legsislation which was intended to help permanent residents avoid paying withholding tax to Australia on UK mortgages?

No, the removal of the withholding tax requirements are dealt with in the new UK-Australia Tax treaty which is presently making its way through the legislative process in Canberra and Westminster.

Does this legislation affect retirees, who have pensions paid from the UK and also have investments that are not worth cashing in due to the downturn since 9.11.
