Found this:

Form-Tamper Operator

DOT Code: 869.683-010

Industry: construction
Alternate Titles: form tamper; form-tamping-machine operator; tamping-machine operator, road forms

Operates gasoline powered machine to tamp earth solidly around foundation form: Lifts and positions machine on single rail of form. Pushes lever to engage crankshaft and activate tamping arms. Pushes or pulls machine manually, using Y-shaped handle to balance and guide machine along rail. Removes or places earth at sides of form, using shovel.

But I have to admit too - I didn't have a clue!

LOL
Not bad guys !!!!
A ` TAMPER ` is a machine that works on the railways. In basic terms in lifts and re- aligns the track whilst squeezing ballast ( STONE ) underneath the sleepers.
In UK people always say ` OH, THAT BIG YELLOW MACHINE THAT MAKES LOADS OF NOISE `
Hope this helps
