Default Sydney Fire Ban & Water Restrictions

So there is a total fire ban in Sydney and compulsory water restrictions starting on 1st October.

Does this mean I can’t light my nice citronella outdoor flares to keep those damned mozzies away? Someone mentioned that this even applies to gas BBQs. Is this right?

Presumably, if we did start a fire, the water restrictions would mean that we would not be able to use our hose to put it out.

I need to find the website but had a leaflet from local council about fire bans and what it means - BBQs are included - but within limits, eg can have within so many feet of access to water and under control? So solid fuel ones are out but gas etc.
might be ok

Kuringai Council have a decent site - got to finish some work otherwise I would look it up, let me know if you find anything.

Cheers
