Is PR enough to get you a contract with most departments or do you need to be a citizen?

Also, do you know of any technologies/languages particularly in demand in Canberra?

Will PM you tomorrow re skills in demand - Most departments do like citizenship - but not all.

A3. Who is eligible to apply for APS employment opportunities
Ongoing (Permanent)
Persons who are not Australian citizens will not generally be engaged as ongoing employees. In addition, the recruiting agency will specify certain conditions relating to engagement. Such conditions may include, probation, formal qualifications, security and character clearances and health clearances. Other conditions, as specified by the agency, may also apply. An example may be proficiency in a particular language.
The terms of probation, including duration, will be determined by the agency. There are not essential qualifications that apply generally to the APS. Formal qualifications, however, may apply for different employment opportunities and will be specified by the agency.
Information concerning the engagement conditions applying to particular employment opportunities may be obtained from the recruiting agencies.
Non-ongoing (Temporary)
In respect to non-ongoing postions, any specific conditions that apply (including a probation period or citizenship requirements) will be notified in the notes section of the employment opportunity or will be part of the selection documentation.
Employment opportunities marked with the symbol (♣) are only open to employees of the Australian Public Service (APS). To gain further information on eligibility requirements for employment opportunities in the APS click on the following link Eligibility Requirements

There is also the British Embassy which recruits locally - I have contacted them several times about jobs
