STNI AND IELTS, Please help ...

Hello all

Any one can help me finding solution of following:

I have applied for STNI Victoria and waiting for the result.

I have also taken IELTS test and got 5.5 over all band, Modules breakup are : Speaking 6, Writing 6, Listing 5, and Reading 4.5; furthermore I have 2 years Master's degree in which medium of instruction was English.

Based on current situation, Does DIMIA will give me "Vocational English" points? or I have to appear in IELTS again,

Since STNI pass mark is 70, which I can easily get without IELTS, Does English language points are basic requirement for getting STNI Visa or It just helps in adding points.

Thank you for your support.
