Some questions about jobs in Perth

Some questions about jobs in Perth
Hi folks,
I have some of questions about jobs in Perth.
1) What is the IT industry like in Perth? Is the market fairly positive or is it in recession like in most other countries? In particular, I'm looking at Software Engineering.
2) I've seen some great jobs advertised in Perth and other areas of Australia through one agency. However, they contradict themselves in their ads saying both you do and don't need a work VISA, residency or citizenship before applying for any positions with them. Is it possible in the current market to apply for positions on the premise that one will be applying for a work VISA? Or should one really get the work VISA before applying for positions? I emigrated to Canada five years ago, and I was lucky enough to find a job before applying for a work VISA.
