I am looking into applying for skilled migration, i am qualified up to HNC
level in builing services specialising in air conditioning design in the uk
and have 15 years work experience. How do i go about getting skill tested
and where can i get some assistance without it costing a fortune

The Immigration Website http://www.immi.gov.au advises that the TRA Trades Recognition Australia vets most qualifications.

Might not be a bad idea to canvass the view of a pertinent trade body like the AMCA http://www.amca.com.au/

Start with SOL list to see which occupation most closely matches what you do. I think if you work in building services engineering design you might find that Mechnical Enginering Technologist is most relevant? (Or Engineering Technologist - General?) With an HNC I think you have to be assessed as a "technologist" grade rather than "Professional Engineer", but I think they are both worth 60 points.
Look at the IEAust website (www.ieaust.org.au) for information on the Sydney Accord which should be relevant for recognition of accredited HNC courses (assuming your course is accredited in the UK by the Engineering Council). Someone else on this forum (karlos?) got their HNC recognised in this way by the IEAust and might be able to give you more advice.

The best approach is to buy the General Skilled Migration booklet and check out if your skill falls on the list. If you find something that matches your profession check out the following link:-

This will give you the requirements of the occupation that you have selected.

IEAust assess engineering qualifications. http://www.ieaust.org.au/

If you feel your occupation matches one on the list (and is assessed by IEAust), contact the Engineering Council (UK) and ask them to review your HNC to see if it meets the academic requirements for IEng. If it does (it depends on how many units you passed and when) you may be eligible to apply under the Sydney Accord through the IEAust as an Engineering Technologist.
