Perth Massive

I'm sure its been asked before but what regulations must you abide by to build your own home? I've found the plot, water electric and telstra on the road. I dont want to employ a builder, will get an architect to do plans and send them for council approval and then build myself whilst living on site. Have read on here before that you can only use licenced contractors, is that correct? I'm more than capable of doing the work myself and in no great rush.
