SA - "best social system"?

Default SA - "best social system"?

I was talking to a couple of friends the other day - one lives in Brisbane, the other one in Melbourne. They both pretended that "South Australia has the best social protection among the Australian states", but, when questioned, could not provide me with any specific details.

So - is this just an urban myth? why would anyone say that about SA? why not Victoria? or QLD? or...?
