Restricted bike licence

my wife has a restricted bike licence that does not open up until next June. She rides a restricted SV650 over here. We are planning on shipping it with us in November. Does anyone know if she will be able to still ride it in WA. Will she still be able to ride unrestricted after the 2 years?
