Default Renewing a UK passport in the UK when Australian resident/citizen

If you happen to be visiting the UK (being a permanent resident OR citizen of Australia) and you decide to renew your UK passport can you do it by visiting a passport office in person?

Are there any restrictions on renewing in the UK if you are not ordinarily resident?

https://www.ips.gov.uk/passport/apply.asp

... you may apply in person for a passport whilst visiting the UK. In order to do this, you need to make an appointment at a passport office and you must provide an address in the UK to which the passport may be posted. Please note that we do not accept applications by post or e-mail if you live abroad.

I once visited Newport to request a renewal in person and we hung around until such time that the passport was ready for collection.

Do they not do this anymore?
