refused stni

applied for stni for VIC but have been unsuccessful, can anyone
tell me if you can re-apply if not can i apply for stni in QLD. :

You must wait 6 months before re-applying to VIC but you can apply to other states - QLD didn't do STNI last time I looked but that was a few months back.

South Australia and Tasmania are the only other states to do STNI.
