When you come from a democratic society, like the Uk. Well democratic in the sense, you enrol your candidate, and then he never ever asks for your opinion ever again, but you get the feeing...
Australia, is a law unto itself, with each state, and then each council left to interpret its laws and regs and see fit on how to police them...
For example, most people know of the 2 dog rule.. More than 2 dogs in Qld, is classed as a kennel, ?? lol but true.
To have 3 dogs, requires a kennel licence or a small kennels license... but you must be 1km, boundary to boundary from anyother kennel or home with 3 dogs. This ruling can be overturned with a 3-4 dog license, fees are obligatory, unless they are in a good mood. But getting one is like pulling hens teeth.
Working from ladders over 3.5 m is considered dangerous, but to precariously balance on a painters plank, 6 inches wide, 234 stories above a plate glass window, with no more counterbalance than a pack of smokes in ur pocket, is deemed as safe .
Brings me to Horses !!
One horse fine, 2 is ok, 3 great 17 no problem !! Erm n thats about as much legislation as i have seen policed !!
Cockatoos, we have 1 , hes great, funny and never shuts up, albeit he is nearly 1 yr old, he is a " Cheeky Bugger " But..... we cannot legally own more than 1 !!

Oz is a great place, but the petty bureaucracy can be a real wind-up. Did you know there is an offence "riding an unlicensed toy vehicle attached to a motor car" in Sydney? Not so much that every state is left to interpret the laws as they see fit, but every state has different laws. Australia is a totally state based system. The only laws the federal government can enforce are those that are contained directly within the constitution (something Australians are notoriously unwilling to change) and things that the states graciously allow the federal government to administer (eg, business registration).
Yes, it does create some very strange anomalies about what you can and cannot do state by state, but it is how it has been for 200 years, and it does not look like it is about to change anytime soon.
