Default Police checks

Is it only the visa applicant that must submit police checks or everyone in the family that is 16 yrs of age and older ?

I've just applied for ours and was told to do one for everyone ie me, hubby and the kids aged 16, 15 and 14.

States "Unless otherwise advised by DIMIA, police certificates are not required for persons under the age of 17 years.

Hi,
I was looking on the cheshire police website and I downloaded the form needed, what if I had a record from 15 years ago? Would I have to declare it or are the checks for the last 10 years only? I heard the latter from a friend.
