I'm a birder, and in six months of looking have never seen a wild cockatiel in Aus. They're an outback species, so you don't see them flying over Aussie cities normally, though I don't know about Perth.

I believe it's still illegal to export any wild birds from Aus too. Aussies are very sensitive about animal imports too and with good reason. Many a 'harmless' import has escaped and flourished in the wild, displacing native species.

They're quite common here in Casino, and I'm 50 kms from the Pacific Ocean, not quite the Outback. They flock to a wetlands preserve down the road from me.
