Parking ticket at Melbourne

Parking ticket at Melbourne
Today at I got a parking ticket while was parking in 2 hours zone.
the problem is i get the ticket after 1 hour and a half!!!
I was at Boxhill hospital from 9:00 till 10:10 then went to Melbourne city (to my work) , parked at 10:50 and the ticket issued at 12:15 !!!
what to do?! is there any place i can lodge a complain?

Was it a pay spot? Even if it was less than 2 hrs, if you didn't pay the fee you'd get a ticket.
Otherwise, the ticket itself should have directions as to contesting the fine.
