anyways, i think the process must be the same as they ask the license to be verified by the consulate. So for India, indian consulate must verify the license so you don't have to write anything yourself in any case.

Is this the requirement only in WA? I have never heard anyone doing this in Sydney or Melbourne.

Each state has it's own driving and licensing regulations so it may be WA only.
