NZ Regional Immigration Initiative

Can anyone help me pls? I've just been reading on NZIS site about the regional immigration initiative - well when I say reading I really mean watching a hanging screen unable to download an adobe file. Can anyone give me more info on this scheme as there seems only to be one reference that I've found so far. Any help would be appreciated.

I don't think it's been implemented yet.
