Default NZ - Going without PR

Help! We fall short of points for PR, but could go on work permit and apply for PR when there. However what are the downfalls of doing this? We have two cats that we were planning to take with us and were looking to but a house out there? Can we do this if we are not PR's? If we can't take the cats we will have to try and get a job offer first to try and gain enough points.
Can anyone help make this a little clearer for me as I'm getting a little confused and anxious?

There was a post similar to this recently but I can't remember who by. I'll have a look through but I'm sure there was no problem regarding the house, or the cats...

I'll see if I can find it..
