I'm afraid to say it is similar here... if you visit a new build site and decide on a house and plot you can often pay a nominal deposit to hold your chosen house.. also at the time you may be told the current purchase price for that style of house, on another part of the development.. what happens next is you wait until the developers are ready to release for sale/start on your chosen property and you are then told the price.. a little less underhand than what you are experiencing but just as fustrating as you could wait months for the price and then find out that the developer due to inflation and local house prices has priced the property out of your reach...

At the end of the day the builder seems to win! :(
