In need of help regarding QUC

My eldest son did his year 11 in South Australia & his year 12 in Qld, he has got OP4 for the one year he is been here.

Okay I need help because yesterday QTAC contacted my son via email to say because he didnt do his year 11 in Qld, he wont get entry to QUC, regardless his grade being as VHA4-8 from his High School, we have got in touch with the Uni itself & they say there is nothing they can do either, this is how they do it in Qld.

Who else can we get in touch to help us in this matter would anybody be able to help, I dont really know what else to do, he has offer from the Bond Uni, but they dont do the whole degree his after only part of it.

I am pretty sure this is wrong.
Did your son get a Tertiary Entrance Statement at the end of their Year 12 studies as this should make him eligible for entry.

See: http://www.qsa.qld.edu.au/tertiaryentrance/630.html#705.

Even if he did do his year 11 in SA, if he completed year 12 in QLD then he is eligible according to the extract below for the link above.

Interstate Transfer Index (ITI) calculations
The Interstate Transfer Index (ITI) originated because Tertiary Admissions Centres want to compare students across Australia when they apply for tertiary places.

In Queensland, for the purposes of tertiary entrance, all students who complete Year 12 are considered tertiary eligible, not just those eligible for an OP. However, in other states only students who get the equivalent of an OP are considered tertiary eligible and receive an ITI. Therefore only OP-eligible students in Queensland get an ITI.
