thanks. I tried to apply but it says that you have to be in australia to be eligable to apply for one.

It takes no time at all once you're here. In fact about 15 minutes online and you have the number straight away, though they'll send a confirmation letter a couple of weeks afterwards

Thanks for you help. one quick question. we will be in australia to activate our visa's in july. do you know if we can apply then. (without having a permanent address in australia) or will we need to wait until we move over early in the new year.

This I'm not sure about...I think you need to have an address, but I'm not sure if it has to be permanent. They have to be able to send you mail. Personally, I would wait until you arrive fully....it really is such little hassle.
