Default Mountain Bikes - Excess Luggage / AQUIS ???

I want to bring our mountain bikes over as excess when we fly. This is pretty common practice elsewhere, and I know a mate who is doing a lot of biking in NZ at the moment and has taken a few bikes over with him (to NZ).

Is this going to be a problem with quarantine? (AQUIS?) Obviously I can strip them down and clean them up before hand.
Are NZ as strict as Aus for this? (ie, if i were to ask my mate in NZ how he got on, would it be a good comparison?)
