Britain has a very mild climate for Northern Europe due to the effect of the gulf stream. This means we rarely get more than a couple of days of snow per year. It's not like countries who have snow all winter and therefore have the means to cope with it.

The 2003 Canberra bushfire was not something that was forecast. The fires hard started some 10 days before in rugged virtually inaccessible country well away from Canberra.

The hot dry windy conditions on the day combined with numerous broad fronts of the fire, the extremely rapid spread of fire into residential areas, the loss of daylight turning 'day into night', the power failures, communication failures, the lack of equipment and resources to fight such a massive fire, etc.

Not many major national capitals have been so affected by a natural disaster.
Sydney likewise has bad fires, Yorke Penisula earlier this year.
At least snow is predictable.

PS The Great Western highway out of Sydney is usually closed by police when it snows on the Blue Mountains.
