Will you be calling landlines or mobiles?

Lebara seems to be ok with calling landlines at good rates, but overall if a large chunk of your calls will be to foreign mobiles then Virgin has some packages that might suit you. I believe their "Simple" tariff will allow you to call overseas mobile numbers at 15c/min.

I think I'd be inclined towards getting unlimited data, then using a VoIP type system (SIP, Viber, Skype, etc.) to get the international service. Got to make sure the carrier doesn't block VoIP, but its probably a practical solution.

For landline calls something like Skype will almost always beat what the mobile telcos offer, but when it calls to calling foreign mobiles then the Virgin "Simple" plan can give better rates than Skype.
