The Govt should massively invest into Tasmania for massive population growth. It is an established state, reasonably sized and has a very nice climate.
Yet it only has 500,000 people and was colonised long before most of Australia. Hobart and Launceston could definately handle a couple of hundred thousand more people. |

The only problem I see with this is that people will live bush for a couple of years (or however long the Govt says) and once they have their citizenship, they'll leave the bush and go live nearer the cities. We'll be back to square 1.
Some people will stay and love it in the bush but I'd guess the majority won't and will use the scheme as an easier/fast track way to get into Australia. |

And tying people to regional Australia with a temporary visa doesn't work either, due to the problems people then have with health, education, healthcare etc.

One effect may be to create industry further out from the current normal settling areas.
Another effect may be to use the income created by these new migrants to expand current facilities. It seems better than doing nothing. |
