Default Migrants course - plumbing WA

Hi all,
I hope there is more luck with this post than my last..........
Due to arrive March(ish) and OH wants to sort plumbers license before arrival.
Tried calling WA plumbers licensing but it answers and then goes dead.
Can anyone tell us:

Is City & Guilds 1&2 a recognised qualification?

How do we find out about the course he needs to do - where is it? Looked on ANZRA Website as they are the governing bodies and it says there are only 2 courses a year june & Nov, don't know if thats just NZ but can you work before completing course?

Any help would be great, i have read on BE that there is a wait to get on the course so would like to book a place soon.

I spoke to them last year and was told if I had SVQ level 3 I would get license straight away. I sat apprenticeship before SVQ's started so have got a letter from my old college to say my qual's are higher than SVQ 3. The only problem with this info is I think there is a differance between Scottish and English qualifications.
