Yeah, he does live with me. Local environment does exactly zero for old people, except open a libarary for them to read books! How exciting!

Local government (I think that's what you meant?) would provide no more and no less opportunities for paid employment for older people than the private sector, but if you're talking about leisure, recreation and learning new skills I'm surprised that all that's on offer is a library, unless you live in a very small town?

Ah so she isn't migrating from the UK. Thats where the dependency thing usually fails as the welfare state would make her ineligible.
