Is IELTS compulsory?

I'm applying under ENS and whilst I'm not required to take IELTS I'm not sure about my dependents (wife and 2 children). We're Singaporean, ie English Language is the langauge of government, commerce and education. And all my dependents had more than 12 years of formal schooling in Singapore conducted in English.

Appreciate if anyone can advise if my dependents should take the IELTS at all.

Better to ask on the immigration forum.
