She could get an ETA which is valid for a year, and she can stay for up to 3 months, then leave the country briefly, then go straight back to Australia for another 3 months, etc etc!

Found this on the DIMIA website:
Sponosred family visitor visa 679
About this Visa
On this page

Who is this visa for?
How much will the visa cost?
What does the visa let me do?

This visa allows people to travel to Australia to take a holiday or visit their family.

The applicant must have an eligible relative in Australia or an Australian Government official willing to sponsor them.

The sponsor provides a guarantee that their visitor will leave Australia before the visa expires. Support from the sponsor is taken into account by the visa decision-maker

Who is this visa for?
This visa is for you if you want to visit your family in Australia or to holiday in Australia for reasons other than business or medical treatment.

You must be outside Australia when you apply for this visa.

How much will this visa cost?
A non-refundable visa application charge must be paid when your visa application is lodged. Your sponsor will make the payment on your behalf when they lodge the application in Australia. In some cases a financial security bond may also be requested.
See: Tourist Visa Charges

What does this visa let me do?
You can visit Australia once, usually to stay for a period of up to three (3) months or six (6) months, but in certain circumstances a stay of 12 months may be granted. While in Australia you can:

visit family and/or friends
engage in tourist activities
study for up to three (3) months

ETA:

What types of ETA are there?
Visitor ETA
If you are travelling for tourism or to visit friends or relatives, you should apply for the Visitor/Tourist ETA. It is valid for 12 months with stays of up to 3 months on each visit, and can be used for single or multiple entry travel. Employment is prohibited.

That won't work for long. Sooner or later, Immigration will work things out and decide she is no longer a "genuine visitor" and refuse entry.

It may be possible to get a 6 or 12 month tourist visa to allow longer stays.

But the bottom line is that you cannot establish residence in Australia as a tourist. DIMA do not like it when people try to do so.

My MIL did that, but decided not to leave after 3 months and just stayed for 11 months. That was until the police caught up with her and sent her packing back to the UK.
She is now trying to get back through sponsorship

Seems 676 visa is the best option then apply for an ETA and take a holiday to Singapore or NZ after 3 months. Take you up to 2 years then you could apply to sponsor.

Sorry if this isn't what you want to hear, but spending a single stretch of 2 years as a tourist in Australia is a non-starter.

DIMA can easily refuse entry on arrival, healthcare issues, maybe even tax and pension problems and so on.
