Ours was 1 month 10 days, or 5 weeks 5 days for those who like to count in weeks.

4.5 months, WITH Priority !!!

Our first took 11 weeks to come back as a failure last November - we are currently waiting for results of 2nd attempt (any day now AARRGGHH! )

Mine was back in 22 days paid priority but others who applied at the same time didn't pay the priority fee and still got them back within the same time frame. Slightly outside of your two yr theory ours was back in Dec 2002.

12 weeks sent end of oct last year, Paid for priority one, Not using an agent so far so good just waiting for the end result now :scared:

Ours took around 25 days. Submitted end of May 2003, confirmed the end of June.
Our agents (OE visas) were really surprised. I think it was the first time they had done one correctly, judging by some posts on here.
