I suppose we can take for granted you are referring to Australian universities. What are you intending to study? Australian universities have to a degree become a bit of a treadmill with the recruitment of overseas students in order to boost revenue. They were largely forced into such a position due to government cutbacks and the like. Obviously some universities remain of a calibre above others and it is not hard to find out say the top three. Besides cost, location may help decide as well as intentions. Do you intend to try for PR or return home?
If you refer to the top world wide universities then none will be found located in Australia. Remember some European universities are 'free' or near enough to attend and of high standards but may need to learn the language, although some courses are taught in English in places like Denmark and Sweden for example. Depends on subject matter.

Different ranking systems will give a different answer but all Aus unis rank OK in the world. Just keep away from the private institutions if you want something worth having.

The University of Melbourne, University of Sydney, and Australia National University (in that order) are world-class but a step or two below the Ivy League and places like Oxford and Cambridge. So - very, very good.
The next rung below that, are fairly interchangeable, nowhere near competitive top North American or European universities but still a decent university education.
Then there are the tiers below that.
You will need to figure out what you want to study first.
Keep in mind there are strict checks on international students to make sure they are in Australia for study, and that these checks are ongoing throughout the course of study, to make sure people are not just looking to enter on a study visa and then quietly slip away to work somewhere.
