Default Health exams

My parents are currently living in the UK and are looking to retire out to Australia in a few years. I will be living permanently in Australia by then.

My mother is Australian and therefore both she and I have Australian passports. Our concern is getting my Father into the Country. He will almost certainly not pass the Health exam required for a Spouse visa due to bad arthritis, overweight, high blood pressure, history of heart disease in his family amongst other things. I understand that there is some possibility of discretion to allow spouses in even if they fail the medical. Does anyone have any experiece of this- what are his chances?

have you tried the immigration forum with this question? as there tend to be migration agents on there from time to time that could give a more accurate answer. just a thought
