It will be interesting to see how this works on a state by state basis.
Queensland for instance charges stamp duty on credit card transactions, and by virtue of this, could not one argue that any benefits such as points or airmiles have already had a form of tax paid on them?

Uhm... so I buy items by credit card, said credit card I pay off with my already taxed income. And on the items I buy I pay GST.
And they want more tax on that? As they say in the US: noone's money is safe while Congress is in session. Seems to be the same in Australia (where is it not...)
That being said, I'm not too worries about that. Both the airlines and the credit card issuers have too much at stake, in keeping customer enticement and loyalty in these programs to not lobby against such taxes.
