Free to learn english,and what about study??

Hi All,
i Always consider this site as my reference,and i really found it very useful.
i have 2 questions and i know theres experst here who can help me.
after 1 years and 4 months i got my Visa,i applied as skilled independent.
now after the visa stuck at my password,im planning to come to OZ in October.
first i wold like to take some english courses immediatly after arriving there,ist free? even if i got 5.5 on IELTS??
Second i'm going to work with my master,ist true that i pay less than half of overseas students?
