First NZ home grant
There's a lot of 'informed speculation' in the NZ press that NZ will shortly bring in a first home grant similar to the Aus system. They're concerned at the % drop in home ownersover the past few years.
Good news (if it happens) for immigrants.

what is this home loan grant all about. sounds like money for nothing to me,surely that cant be correct

I think you got it right frst time - it's money for nothing. To encourage home ownership, ie a political (and social?) goal. Not too different to what other countries already do, eg Aus first home grant, UK council house tenants' right to buy at discount, subsidised mortgages in certain European countries, mortgage interest payments tax deductible in certain countries etc etc.
