No need for that. Whilst the English is not perfect, given that it's obviously a second language it seems clear to me that he's asking about what licences he needs, where the best place to work is and for suggestions as to what other occupations he could carry out with his qualifications.

I can't answer him as I have no idea about Electronic Engineers but there's no need for rudeness.

It depends on what your speciality is. If you are in security or CCTV you will need a security license. If you do cabling you will need a cabler's license. The other electronic trades I don't know since my OH works in electronic security.
