It's not uncommon in the UK either - Generally it refers to people who bypass the meter to get lots of cheap free electricity, but it can also be applied to other things such as theft of phone lines etc. In fact where ever there is any kind of electric current that has been unlawfully obtained, then it can be applied. For instance, using an ex partners phone to call the speaking clock on the other side of the world and leaving it running etc. Charging your mobile at work, using the telephone at work for personal calls etc...
