Coming to Melbourne on a 2 year 457, but will apply for PR once on aussie soil.
2 questions - do I have to do a test 3 months from when I get there, ot 3 months from when PR is granted?
And, do you have to take a practical test in Victoria ? - doubt I'd pass one of those now without a lot of practice!

Info from: http://www.vicroads.vic.gov.au as at 23/9/04

As the following countries have similar licence standards to Australia, current overseas holders of licences from the recognised countries listed below are only required to pass the knowledge test on the Victorian road law.
Austria, Belgium, Canada, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Japan, Luxemburg, Netherlands, Norway, Portugal, Spain, Sweden, Switzerland, UK, USA
If your licence is not from one of the countries listed above, you will need to undergo a knowledge test of Victorian road law as well as a driving test.

Tis three months from the day you enter the country with PR. At least thats how it is in QLD, I would imagine it to be the same in all states, but a quick browse on the web would confirm it

So, in other words, I still have 18 months till I HAVE to have an Aussie licence

Only when you become PR and take up residence.

Not exactly. It depends on the state you take up residence in and the type of visa you arrive on. For example (as far as I can tell), if you take up residence in NSW on a provisional spouse visa you don't have to worry about changing your licence until you get PR. In the ACT you must change your licence within 3 months of taking up residence regardless of the visa you arrive on unless it's a tourist or WHV.

Yes, if you've been here 3 months you might want to check if you haven't changed your licence yet. It doesn't seem to make any difference to the insurance companies when you take out your poilcy though - they didn't seem that concerned about my UK licence, I just had to pay a bit extra. Of course, I don't know if the policy would have been invalidated if I hadn't changed my licence. I suspect yes.
