According to British law, racial group means "any group of people who are defined by reference to their race, colour, nationality (including citizenship) or ethnic or national origin".
There have been many cases of celebrities making derogatory comments about the Welsh in public. These have become collectively known as Anti-Welsh Racism. I suppose the comments are not specifically racist but affective prejudice.
I would be interested to know what his dislike of the Welsh is and why?

Affective Prejudice refers to what people like and dislike: for example, in attitudes toward members of particular classes such as race, ethnicity, national origin, or creed.
For example, If I said I disliked Pakistanis especially the ones from the north without giving a reason, would you class that as prejudiced?
Many would class it as racist too.
