I think this wording might be significant:
Once the legislation has been amended an applicant.... etc. So if you are already an applicant now, or if you are already here, it shouldn't effect you.
Of course I know bugger all about it, so don't take my word for it, or anything.
The proposed change is an increase in the current residency requirement from 2 year to 3 years. Once the legislation has been amended an applicant for Australian citizenship will be required to be present in Australia as a permanent resident for a total of 3 years in the five years before making the application. This includes a period of one year in the two years before the application is made.
Of course I know bugger all about it, so don't take my word for it, or anything.

How I read it is, you can only apply [as an applicant ] for citizenship when you satisfy the criteria, and as I see it...for us that will be at the 3 year mark.
So....in essence the new ruling applies to us already here too ...i.e we can only apply once we've been here 3 years as PR's
PS. I think "applicant" applies to someone applying for citizenship...not the visa

if not and the new legislation amended then you have to wait 12 months more
the new legislation will affect you even if you need 1 more day
you can call 131 880 for more info
