Default Clarify SIR and IELTS

I would like to get clarified some question on SIR visa and IELTS

1. Do I need to apply skill assessment and IELTS and receive result before sending SIR visa form with CV to regional govenment. Becasue I noticed that we have to fill point test result on that SIR form

2. What are the other criteria for exempting IELTS in addition to native English speaker ? In this case, what should I include "English language ability" field in my point test result. It is 20 or 15 marks ?

Australia doesn't have 'regional governments'
It has states and territories, and Regional Certifying Bodies.

If the regional SIR authority insists on a skill assessment, then you must have it.

This is a complex question and you would need professional assistance. If you're not from an English speaking country, why not just do the test?
