As far as I'm aware you have to be a Permanent Resident in order to claim Child Benefit (althought someone may correct me?). We were here on a 457 Temp Visa until recently and couldnt claim a thing. We've just got our PR and so are now entitled to claim Child Benefit.

If you are Pr visa holder can claim right away, but may take about 4 weeks or so as you need tfn etc first. I think, well hope??????

have a look at www.familyassist.gov.au - but be warned. It is not simple as there are two elements and many options for how frequently you want to be paid. Do make sure you give an accurate estimate of your income, and update as and when necessary though as they will claw back any over payments.
It is right though that you will be able to claim more or less straight away. You should definitely get a TFN asap - even if it's just to stop the TFN withholding tax coming out of your bank account!
